Yes, this is exactly how I think about it.

From the perspective of any sentient being, consciousness is the one thing whose existence is truly a given. And any additional rules we might posit, regarding where we will or won't find consciousness, would inevitably add complexity to our mental model, without providing any additional explanatory or predictive power.

So it's best NOT to posit any additional axioms along those lines, and instead assume consciousness is everywhere.
