Yes, because it provides a remotely feasible ask. Students could say that Biden was "funding terror", and say that's not where U.S. tax dollars should go. Whereas in those other conflicts, there's much less to feasibly "blame" the president for. And that makes a big difference, rhetorically speaking, for those protests to be able to spread like they did. So yes, that's an obvious, and significant difference.
