Why do you think visual stimulus is harder to control than other stimuli? To me, that's not intuitive.
For example, If I accidentally put my hand on a hot stove, I will pull it back compulsively and involuntarily. So to my intuition, it seems like stimuli based on touch or feel are probably harder to control than those is based on sight.
And it seems like that's the case with other senses too. If I have something really disgusting in my mouth, I'd probably feel an overwhelming compulsion to spit it out or vomit. But if I was just looking at a horrible sight, it probably wouldn't be that hard to hold my gaze.
Sight is of course great for observing and knowing what's in your surroundings, but it seems like generally, the things you see with your eyes actually have less of a compulsive effect than things that you witness with many other senses.
