Interesting way to think about it.
I think it holds up pretty well for today's society, although I'm not sure if it necessarily holds up for every society - for example, the Antebellum South.
When there's a very rigid line dividing those with and without rights and privileges (e.g. free or slave), people above the line will probably have an obvious stake in the status quo regardless of how large or small the percentage is below the line.
But still a pretty helpful way to think about today's society I think.
