If you try to truly define "tolerance" once and for all, I think the conclusion you have to come to is that "tolerance" simply implies inaction, whereas "intolerance" implies action.
Sometimes inaction is good, and sometimes action is good. That's why, for example, a company's HR department might be proud to have a "zero tolerance" policy towards sexual harassment. In other words, they will "take action" by firing an offender.
But other times, inaction is good, like allowing people broad freedoms of speech, and taking no action to punish or silence differing opinions.
