I think we resolve 'a' democratically. That is, each person in a community decides how they want their neighbors to treat them, and how they are willing to treat their neighbors in return - or face the repercussions.

And we resolve 'b' because our desires are real, and our effect upon each other is obviously not imaginary, and our ability to reward and punish each other is also very real.

I think most people argue for what they want to believe, rather than for what best describes reality. And I think that is very detrimental to us getting along.
