I think this is kind of an anthropocentric view of consciousness.
I think it makes the most sense to recognize both memory and insight as simply different senses, different perceptions of our brain state, which at a fundamental level are the same category of phenomenon as sight or touch.
And so saying that memory and insight are both required for consciousness is kind of akin to saying that sight is also required for consciousness - which is of course not true.
What I think may be true is that memory and insight are both required for intelligence. But intelligence and consciousness are entirely different beasts, and it's important not to confuse the two. Intelligence is about modeling and reacting to stimuli, whereas consciousness is specifically about the first person observing or witnessing of feelings.
