I think this is a useful analogy, and one I often use myself.

I think the obvious complicating factor, in the case of countries and war, is that there is no global justice system that Israel or Gaza can rely on to arbitrate between them. Unlike a municipal police force governing individual citizens, there is no higher authority to govern countries, and take responsibility for maintaining a rule of law, or for doling out sentences or punishments to the bad actors at play here.

And so inevitably, we get the revenge, dog-eat-dog dynamic that would play out between individuals if there weren't a police force they could rely on. We'll probably always have war like this until we have a truly global government that doesn’t recognize the sovereignty of individual countries.
