I think it's hard to answer - or even really think constructively about - this question without first starting to consider answers to perhaps an even harder question, namely: How might we enforce these decisions?

I feel like no matter what regulations the global community might come up with, there will always be certain countries, companies, or other groups that wouldn't cooperate.

How can we prevent certain countries / companies / etc from "cheating", while also avoiding an all out laissez-faire arms race?

I think most people argue for what they want to believe, rather than for what best describes reality. And I think that is very detrimental to us getting along.
